Real property appraisers usually value one property at a time, while assessors value many at once. However, both occupations use similar methods and techniques. As a result, assessors and appraisers tend to take the same courses for certification. In addition to passing a statewide examination, candidates must usually complete a set number of on-the-job hours.

The office faces new challenges with her departure, including more impending retirements of senior staffers with institutional memory. When everything goes smoothly, the home appraisal is just another box to tick on a closing checklist. When the appraisal value is lower than expected, the transaction can be delayed or even canceled. Regardless of which situation you encounter in your home buying, selling or refinancing experience, a basic understanding of how the appraisal process functions can only work in your favor.

The leading appraisal organization for personal property valuation is the American Society of Appraisers which is a sponsor member of the Appraisal Foundation and awards the ASA (Accredited Senior Appraiser) designation to candidates who complete five years of documented appraisal experience, pass a comprehensive exam along with required commercial and/or residential appraisal coursework, and submit two appraisal reports for review.

Because the appraisal primarily protects the lender's interests, the lender will usually order the appraisal. According to the Appraisal Institute, an association of professional real estate appraisers, a qualified appraiser should be licensed or certified (as required in all 50 states) and be familiar with the local area. Federal regulations state that the appraiser must be impartial and have no direct or indirect interest in the transaction. Fannie Mae requires appraisers to certify that they have experience appraising similar properties in the same geographic area.
For example, single apartment buildings of a given quality tend to sell at a particular price per apartment. In many of those cases, the sales comparison approach may be more applicable. On the other hand, a multiple-building apartment complex would usually be valued by the income approach, as that would follow how most buyers would value it. As another example, single-family houses are most commonly valued with the greatest weighting to the sales comparison approach. However, if a single-family dwelling is in a neighborhood where all or most of the dwellings are rental units, then some variant of the income approach may be more useful. So the choice of valuation method can change depending upon the circumstances, even if the property being valued does not change much.
If you purchased a new home after January 1, 2018, you may pre-file now for tax year 2019 Homestead and other exemptions. The timely filing period for Homestead Exemption for 2019 is March 2, 2018 through March 1, 2019. The absolute deadline to LATE FILE for any 2019 exemption -- if you miss the March 1 timely filing deadline -- is September 18, 2019. State law (Sec. 196.011(8), Fla. Stat.) does not allow late filing for exemptions after this date, regardless of any good cause reason for missing the late filing deadline. The sales comparison approach is based primarily on the principle of substitution. This approach assumes a prudent (or rational) individual will pay no more for a property than it would cost to purchase a comparable substitute property. The approach recognizes that a typical buyer will compare asking prices and seek to purchase the property that meets his or her wants and needs for the lowest cost. In developing the sales comparison approach, the appraiser attempts to interpret and measure the actions of parties involved in the marketplace, including buyers, sellers, and investors.

"What is my house worth?"  These real estate appraisers can answer that and much more all over Pinellas County.  Whether it is appraising your home for a property tax appeal if your property taxes are too high, valuing your home for estate work or a divorce or helping you secure a HELOC, a local appraiser is best.  They obviously also appraise new construction homes as well as existing homes, and can do it for a home listing, before or after a sale.  They use the local MLS (Multiple Listing Service) to gather data on sales and listings and use them to professionally tell you what the price per square foot should be for your home and others in your area.  They also can determine if there's any effect on the value of your home from pending foreclosures, REOs, and other "short sales" in Pinellas County.  A licensed and certified appraiser's estimates of value on residential single family homes, condos, townhouses and more are much better than what you'll find when using an AVM (automated valuation model) or a BPO (Broker Price Opinion).  They can do an appraisal for VA, FHA, conventional, jumbo, and Fannie Mae or Freddie Mac purposes, and routinely provide those reports on URAR, drive-by, and 1004 MC (1004 Market Condition) forms as well as others.
