The final millage rate will be voted upon as part of the final budget approval in September. Each taxing authority holds a public hearing for that vote. The hearing dates and contact information are provided on the TRIM notice. The new fiscal year begins October 1 and the Pinellas County Tax Collector sends out the tax bills on or about November 1.

Federal law requires appraisers to have a state license or certification when working on federally related transactions, such as appraisals for loans made by federally insured banks and financial institutions. The Appraisal Foundation (TAF) offers information on appraisal licensing. There is no such federal requirement for assessors, although some states require certification. For state-specific requirements, applicants should contact their state board.
The National Association of Appraisers (NAA) was formed with a purpose of uniting those engaged in the appraisal profession for the purpose of exerting a beneficial influence upon the profession and to advocate appraiser interests. The NAA has established an advisory group consisting of leadership at the state organizations and coalitions called the Board of Governors where those states can help guide the NAA in acting in the best interest of all appraisers. The NAA also has a designated membership, MNAA (Member of the National Association of Appraisers, who is an individual who holds an appraisal license, certification or similar appraisal credential issued by a governmental agency; and who accepts the membership requirements and objectives of the National Association of Appraisers.
Just released numbers from VISIT FLORIDA indicate another banner year for tourism. Some 65.5 million visitors graced the Sunshine State in the first six months. That’s more than in any six month period in the state’s history, and a nearly 6% increase over last year. Certainly a strong start to the year, but what impact will the red tide on the west coast have? Or will a hurricane damage the momentum? Good news for sure, but we must continue to diversify Florida’s jobs and make sure that the state is not only a fun place to visit.  
Because the appraisal primarily protects the lender's interests, the lender will usually order the appraisal. According to the Appraisal Institute, an association of professional real estate appraisers, a qualified appraiser should be licensed or certified (as required in all 50 states) and be familiar with the local area. Federal regulations state that the appraiser must be impartial and have no direct or indirect interest in the transaction. Fannie Mae requires appraisers to certify that they have experience appraising similar properties in the same geographic area.

Officials estimate the county is foregoing $49,301 in property taxes during the ten years on all properties. St. Petersburg, which also is waiving property taxes earmarked for the city, would be giving up about $62,343 in ad valorem taxes over the ten years. The actual amount won’t be known until the Pinellas County Property Appraiser values the real estate.

After a lot of phone tag (due to my availability, not John's), he finally got me on the phone. We talked about what I was looking for, and John talked to me about the general process of appraisals for PMI evaluation, and the availability of those reports. He was open and honest and took his time to help me understand, knowing he was turning away a potential customer. In this day and age, it's so hard to find someone with the ethics necessary to turn away a potential customer. Onsite appraisals of antiques or residential contents are usually done to appraise multiple items. The average onsite appraisal of an entire home’s contents or collections generally takes 3-4 hours for the onsite evaluation and typically an equal amount of hours off site for research and report development. In addition, there are professional appraisal organizations, organized as private non-profit organizations that date to the Great Depression of the 1930s. One of the oldest in the United States is the American Society of Farm Managers and Rural Appraisers (ASFMRA), which was founded in 1929.[28] Others were founded as needed and the opportunity arose in specialized fields, such as the Appraisal Institute (AI) and the American Society of Appraisers (ASA) founded in the 1930s, the International Right of Way Association and the National Association of Realtors which were founded after World War II. These organizations all existed to establish and enforce standards, but their influence waned with increasing government regulation. In March 2007, three of these organizations (ASFMRA, ASA, and AI) announced an agreement in principle to merge. NAIFA (National Association of Independent Fee Appraisers), a charter member of The Appraisal Foundation, helped to write Title XI, the Real Estate Appraisal Reform Amendments. It was founded in 1961.
Dallas Central Appraisal District (DCAD) is responsible for appraising property for the purpose of ad valorem property tax assessment on behalf of the 61 local governing bodies in Dallas County .
