In the United States, the most common usage relates to real estate and personal property appraisals, while the term is often used to describe a person specially appointed by a judicial or quasi-judicial authority to put a valuation on property, e.g. on the items of an inventory of the Tangible Property of an Estate (IRS law) of a deceased person or on land taken for public purposes by the right of eminent domain. Appraisers of imported goods and boards of general appraisers have extensive functions in administering the customs laws of the United States. Merchant appraisers are sometimes appointed temporarily under the revenue laws to value where there is no resident appraiser without holding the office of appraiser (U.S. Rev. Stats. § 2609).[1]
In most instances when the cost approach is involved, the overall methodology is a hybrid of the cost and sales comparison approaches (representing both the suppliers' costs and the prices that customers are seeking). For example, the replacement cost to construct a building can be determined by adding the labor, material, and other costs. On the other hand, land values and depreciation must be derived from an analysis of comparable sales data.
A home appraisal is an unbiased estimate of the true (or fair market) value of what a home is worth. All lenders order an appraisal during the mortgage loan process so that there is an objective way to assess the home’s market value and ensure that the amount of money requested by the borrower is appropriate. The appraisal can include recent sales information for similar properties, the current condition of the property, and the location of the property, i.e., insight as to how the neighborhood impacts the property’s value.
By state law, we must personally view each property in Broward County at least once every five years. BauGB, "German statutory code on building and construction'") contains guidelines on governing authorities, defines the term market value and refers to continuative rules (chapter 3, articles 192 ff.). Each municipality (city or administrative district) must form a Gutachterausschuss (appraisal committee), consisting of a chairman and honorary members.[18] The committee gathers information on all real estate deals (it is mandatory to send a copy of each notarial purchase contract to the Gutachterausschuss) and includes it in the Kaufpreissammlung (purchase price database). Most committees publish an official real estate market report every two years, in which besides other information on comparables the land value is determined. The committees also perform appraisals on behalf of public authorities.

Federal law requires appraisers to have a state license or certification when working on federally related transactions, such as appraisals for loans made by federally insured banks and financial institutions. The Appraisal Foundation (TAF) offers information on appraisal licensing. There is no such federal requirement for assessors, although some states require certification. Most of valuations in the country tend to be performed for statutory purposes envisaged by the Federal Valuation Law (the latest amendment in 2016) and other related laws, such as the Joint Stock Companies Law. "What is my house worth?"  These real estate appraisers can answer that and much more all over Pinellas County.  Whether it is appraising your home for a property tax appeal if your property taxes are too high, valuing your home for estate work or a divorce or helping you secure a HELOC, a local appraiser is best.  They obviously also appraise new construction homes as well as existing homes, and can do it for a home listing, before or after a sale.  They use the local MLS (Multiple Listing Service) to gather data on sales and listings and use them to professionally tell you what the price per square foot should be for your home and others in your area.  They also can determine if there's any effect on the value of your home from pending foreclosures, REOs, and other "short sales" in Pinellas County.  A licensed and certified appraiser's estimates of value on residential single family homes, condos, townhouses and more are much better than what you'll find when using an AVM (automated valuation model) or a BPO (Broker Price Opinion).  They can do an appraisal for VA, FHA, conventional, jumbo, and Fannie Mae or Freddie Mac purposes, and routinely provide those reports on URAR, drive-by, and 1004 MC (1004 Market Condition) forms as well as others.
